2014年9月12日，澳大利亚Eenrgy Rating发起公众咨询，征求根据外部电源国际能源效率标识协议VI级标准在澳新能效标签上增加更高能效等级VI级标记的意见。本次征求公众意见的截止期为2014年9月26日。
目前澳新关于外部电源的能效法规《2012温室和能源*低标准（外部电源）决定》允许外部电源（EPS）产品以III、IV和V级的能效水平进行标记。
2013年9月，美国能源部（DOE）公布了3.0版的外部电源国际能源效率标识协议（International Efficiency Marking Protocol，IEMP），其中规定了以一个新的更高的能效水平“VI”级标记的EPS性能要求。鉴于此，根据EPS产品更高效率等级的能源效率要求，Energy Rating提议修订现行的澳新EPS能效规定，以反映这些国际变化。
Energy Rating征求利益相关方关于本次将目前EPS能效规定提高到VI级能效水平的意见，以确保这种改变反映了允许产品在符合IEMP规定的VI级性能要求的情况下标记VI等级的政策意图。
具体GEMS标签以及GEMS高效率水平规定的变化如下表所示：

8 Other GEMS requirements High efficiency level (1) For subsection 24 (2) and paragraph 27 (1) (a) of the Act, the specified requirements for products covered by this Determination to meet the high efficiency level are the requirements mentioned in this section. Note: This provisions that follow specify the requirements for products to be designated as “high efficiency IV” or “high efficiency V” for the purposes of GEMS. High efficiency level IV requirements (HE IV) (2) The specified requirements for high efficiency level IV (HE IV) are as follows: (a) for product classes 1 to 2—the requirements mentioned in subclause 3.1.1 of AS/NZS 4665.2:2005 (No Load Power Consumption and Average Active Mode Efficiency); and (b) for product classes 3 to 4—the requirements mentioned in subclause 3.1.2 of AS/NZS 4665.2:2005 (Average Active Mode Efficiency). High efficiency level V requirements (HE V) (3) The specified requirements for high efficiency level V (HE V) are as follows: (a) for product classes 1 to 2—the requirements mentioned in subclause 3.2.1 of AS/NZS 4665.2:2005 (No Load Power Consumption and Average Active Mode Efficiency); and (b) for product classes 3 to 4—the requirements mentioned in subclause 3.2.2 of AS/NZS 4665.2:2005 (Average Active Mode Efficiency).
